OP-16 The Hour of Decisive Battle: Everything We Know So Far
The Summit War is coming back to the One Piece Card Game. Why This Set Matters
Marineford is the arc in One Piece. It is the moment where Luffy storms the world’s most heavily guarded fortress to save his brother Ace, facing off against Admirals, Warlords, and the full might of the Marines. It is the arc where Whitebeard made his last stand. If you are a One Piece fan, this arc hits harder than any other.
This is the second time the card game has visited the Summit War — OP-02 Paramount War was one of the earliest sets back in 2022. But OP-16 is a completely different beast. The game has evolved enormously since OP-02, and this set brings modern card design, new mechanics, and far more powerful cards to the Marineford theme.
The headline number is 3 manga rare cards. Most One Piece TCG sets include 1 manga rare — they are the ultimate chase cards, typically appearing roughly once per sealed case. Having 3 in a single set is a major escalation and makes OP-16 one of the most collector-focused sets Bandai has released.
The 6 Leader Cards
Every leader in OP-16 is built around a different faction from the Paramount War. Here is what has been revealed:
| Leader | Colour | Trait | Life |
|---|---|---|---|
| Monkey D. Luffy | Blue/Green | Impel Down / Straw Hat Pirates | 4 |
| Portgas D. Ace | Red | Whitebeard Pirates | 5 |
| Buggy | Blue | TBC | TBC |
| Sengoku | Purple | Navy | TBC |
| Yamato | Black | Wano Country | 5 |
| Marshall D. Teach | Black/Yellow | Blackbeard Pirates | TBC |
Monkey D. Luffy — Blue/Green (Impel Down)
This Luffy leader represents his breakout from Impel Down — the stretch of the story where he fought through all six levels of the underwater prison to reach Marineford. The card rewards you for committing fully to the Impel Down trait: if all your characters have the Impel Down trait, you can activate up to 2 of your DON!! cards once per turn. That is serious resource acceleration for a dedicated Impel Down deck.
Portgas D. Ace — Red (Whitebeard Pirates)
Ace leads the Whitebeard Pirates into battle. His ability lets you give Haste to one of your characters with 8000 or more power and the “Whitebeard Pirates” trait once per turn. This means your big Whitebeard Pirates characters — think Edward Newgate, Marco, Jozu — can swing immediately the turn they are played. Aggressive, powerful, and on-theme for the war’s most emotional storyline.
Sengoku — Purple (Navy / Admirals)
Sengoku brings the full force of the Marines. His ability lets you return 8 active DON!! cards to your DON!! deck to play up to 3 character cards with different names and the “Admiral” trait from your hand. That is a massive board swing — dropping three Admirals in one action is exactly the kind of overwhelming power the Navy brought to Marineford.
Yamato — Black (Wano Country)
Yamato’s leader ability gives Haste to any Wano Country character that enters the battlefield from your trash. This opens up an aggressive recursion strategy — your Wano characters keep coming back and attacking immediately. Combined with the Yamato character card (OP16-096) that replays itself from trash on KO, this could be a relentless deck.
Marshall D. Teach — Black/Yellow (Blackbeard Pirates)
Blackbeard plays defence. During your opponent’s turn, all your characters gain +1 cost (making them harder to remove). When your opponent attacks, you can discard a card with the Trigger trait to redirect that attack to your leader or a Blackbeard Pirates character. A control-oriented leader that manipulates where damage goes — fitting for a character who always has a plan.
Buggy — Blue
Buggy is confirmed as the sixth leader in Blue. Full ability details have not been officially revealed yet. Given Buggy’s role in the Impel Down breakout and his unlikely rise during the war, expect something unconventional.
Rarity Breakdown
| Rarity | Count |
|---|---|
| Leader | 6 types |
| Common | 45 types |
| Uncommon | 30 types |
| Rare | 26 types |
| Super Rare | 10 types |
| Secret Rare | 2 types |
| Special Card | 6 types |
| Manga Rare | 3 types |
| Treasure Rare | 1 type |
| DON!! Card | 1 type |
The 126 numbered cards follow the standard One Piece TCG structure. What sets OP-16 apart is the 3 manga rares — the first time a mainline booster set has included this many. Manga rares are the most desirable cards in the game, featuring panels pulled directly from the One Piece manga with special foil treatments. They are extremely scarce and typically command the highest secondary market values of any card in a given set.
Revealed Character Cards
Beyond the leaders, several character cards have been officially shown. Here are the confirmed reveals:
| Card | Number | Cost | Power | Traits |
|---|---|---|---|---|
| Portgas D. Ace | OP16-094 | 4 | 5000 | Wano Country / Spade Pirates |
| Yamato | OP16-096 | 8 | 8000 | Wano Country |
| Nami | OP16-091 | 1 | 2000 | Wano Country / Straw Hat Crew |
| Koby | OP16-064 | 1 | 2000 | Navy |
| Izo | OP16-002 | 1 | 2000 | Wano Country / Whitebeard Pirates |
| Inazuma | OP16-024 | 2 | 1000 | Impel Down / Revolutionary Army |
| Ivankov | — | 2 | 2000 | Impel Down / Revolutionary Army |
| Avalo Pizarro | OP16-102 | 1 | 2000 | Impel Down / Blackbeard Pirates |
Notable highlights from the reveals:
- Yamato (OP16-096) is an 8-cost powerhouse with Unblockable and the ability to replay a lower-cost Yamato from your trash when KO’d. Pairs perfectly with the Yamato leader.
- Portgas D. Ace (OP16-094) forces your opponent to trash 2 cards from their hand when KO’d — punishing removal and synergising with Ace’s aggressive Red leader strategy.
- Koby (OP16-064) searches the top 5 cards for a Navy character — a key consistency piece for Sengoku decks.
- Avalo Pizarro (OP16-102) draws a card and plays a Fullalead from hand or trash on KO — supporting Blackbeard’s control gameplan.
OP-16 vs OP-02: What Has Changed?
OP-02 Paramount War was the original Summit War set, released in late 2022. It was only the second booster set in the entire One Piece TCG. Here is how the two compare:
| Feature | OP-02 (2022) | OP-16 (2026) |
|---|---|---|
| Theme | Paramount War | Paramount War (Impel Down + Marineford) |
| Leaders | 4 | 6 |
| Manga Rares | 0 | 3 |
| Card types | 121 | 126 + 1 |
| Special Cards | 2 | 6 |
| Traits covered | Marines, Whitebeard Pirates | Impel Down, Whitebeard Pirates, Navy, Wano Country, Blackbeard Pirates |
OP-16 is broader, deeper, and built on three years of card game evolution. The leaders cover more colours and strategies, the trait diversity is much wider, and the 3 manga rares alone make this set a different collecting experience.
What We Are Still Waiting On
As of March 2026, several key details remain unconfirmed:
- Manga rare characters: The 3 manga rares are the biggest chase cards in the set. Bandai has not revealed which characters they feature. Given the arc, the most likely candidates include Whitebeard, Ace, and Luffy — but this is speculation.
- Secret rares: The 2 secret rare cards have not been shown yet.
- Treasure rare: The single treasure rare — the rarest pull in any box — has not been revealed.
- Buggy’s leader ability: Full details for the Blue Buggy leader have not been officially published.
- Super rare lineup: Only a handful of the 10 super rares have been previewed.
- Alternate art versions: All 6 leaders have been confirmed to have alternate art versions, but not all have been shown.
We will update this article as Bandai releases more information in the weeks leading up to May 30.
